Captions for images with simple implementation, and plays nicely with Media (see A Comparison of Drupal 7 Image Caption Methods using WYSIWYG Module with CKEditor for more info).
Picture is a good fit because it plays nicely with Media.
Provide a hook in theme_picture() to allow third party modification of picture output. In the meantime, I will provide a patch that simply wraps the <picture> element in a <div> tag and CSS styles to handle it.
