missing configure buttons

I just updated to 2.0 and notice that I'm missing the "config" button in the right-hand column for some (but not all) modules. For example, the Contact module that comes with core has a "config" button. This is missing. If I disable Module Filter, I do then see the configure option. I've tried setting different Jquery options in Jquery Update but this does not solve the problem UNLESS I use jquery 1.10 in admin and then things do not display well at all (although configure buttons return). When I say, do not display well, what I mean is that the left-hand tabs or groups disappear and other problems.
