Provide hook to allow arguments to be altered before sending to Avatax

The module allows the site to be configured to use the billing or delivery address for tax calculations. However, there are some situations where these two choices are not enough and a third type of address must be used, such as when a taxable service is performed in a location unrelated to the billing or shipping addresses.
