What's the problem ?
Currently, fe_block does not work to position blocks from a view creates by the same feature. Because fe_block component work before the views component.
Correction
Add functionality who manage block from a view.
With the patch, blocks are created in the database, even if they do not yet exist.

Changes an existing API or subsystem. Not backportable to earlier major versions, unless absolutely required to fix a critical bug.
