"Disabled" state of the element is cleared

I have set a set of checkboxes based on term reference tree to be disabled but checkMaxChoices() function from term_reference_tree.js clears the "disabled" attribute. I have submitted the patch that fixed this issue for us.

MR5 conflicts with both 8.x-1.x and 2.0.x branches so moving back to Needs work.

Setting the branch to 2.0.x as this would be the best place to fix initially; I can't see anything in the release notes for 2.0.0/2.0.1 that indicate upgrading to this branch should be a problem for anyone on 8.x-1.x who needs this issue fixed.
