Often we want to have a look at the README.txt file BEFORE installing a module (or re-enabling for that matter), therefore I find no reason as to why we should not show documentation links for all modules, also those that are not enabled.
This is dependent on the https://www.drupal.org/project/advanced_help → module, but I assume that it is THIS module that must support it, for the links to show, or am I mistaken?
