In software it's very common to use volume licenses, i.e a single license that can be used by multiple accounts/users. Commerce License currently doesn't support this.

One part of the issue is the quantity field. Can/should we use that field to se the amount of licenses?
Another issue is handling the license itself. Should it be a single licens with references to its users (seats). Or should we create a license for each user (in which case it isn't really a volume license anymore).
