There are multiple RTBC patches in the issue queue that are not being applied. There are threads such as #1796596: Fix and prevent circular redirects → where multiple community members have been literally pleading to have patches applied for months.
The current maintainers are obviously unable to respond to all the patches in a timely fashion as they are being reviewed by the community, so I am putting my hand up to help out a little bit and review/apply some of the patches in the backlog.
I'm really only looking to work through some RTBC patches at this point, I'm not looking to implement any "grand plans" or sweeping rewrites.
