With Commerce you can manually create orders in the backend
admin/commerce/orders/add
If you select the product the licence is attached to and then enter the user the order is for (Order owned by) the licence is not created for that user but for the user who created the order.
I need a way to create the licence for the order user, not the current user
OR
be able to create licences manually and select the user.
