With the sunset of legacy google analytics, the 8.x-2.x module is now unsupported. If this is still an issue with the 4.x version, please file a new issue in the queue.
It looks like I abused the config_translation system with attached patch and have learned in #2275865: Per language settings (vs translated settings) are not directly supported → that attached patch implemented per language variables in a way the config_translation system was not designed for. I rolled that changes back for now and attach them as a reference how it should NOT made.
Develop a proper solution by using config system. See https://drupal.org/node/2275865#comment-8824361 about Gabors suggestion or we wait until core implements a solution.
