When using PayPal wps with express checkout module disabled it triggers completion rule before redirecting to the shopsite which looses the session. After enabling quick checkout module, even with the role disabled it only triggers the rule after clicking the return to site link ( sandbox)
this caused major issues for me sending order details in notification mails.
