Well to be clear this is a long-standing feature of the Drupal core Form API, where you can specify the initial value for *any* text field in the URL, using the name of the field.
This has nothing to do with the Regcode module. I have nothing against putting it into the documentation as an example, if you want to write up how and why you might use this core feature with Regcode.
