Error "function 'l10n_update_admin_overview' not found" when accessing Update page

I when through the upgrade process to install 7.x-2.x.dev from the 7.x-1 rc2 release without incident using drush to perform the database updates.

I have not been using the 7.x-1 release recently as it was causing problems with the site. I can't recall the exact problem at the moment. In any case, I tried to use the 7.x-2 install today and I am getting a WSOD when visiting: http://www.reallifeenglish.com/en/admin/config/regional/translate/update
