Add clearer text with the status of the page_cache_invoke_hooks variable

The help text for redirect caching doesn't help in showing the status of page_cache_invoke_hooks. Since there's no UI for it, let's show it in the description.

Checking on the latest release shows that this fix has already been applied. The value of $conf['page_cache_invoke_hooks'] is being displayed on the settings page.
