Add dependency on Provision Reinstall

I saw the notice on the frontpage that says this module "provides a frontend for the Provision Reinstall module", but I figured since there wasn't a dependency listed in the info file that it might work without it... It doesn't - got a failed task with the error message:

The drush command 'provision-reinstall' could not be found. Run `drush cache-clear drush` to clear the commandfile cache if you have installed new extensions.

I recommend adding the dependency to the info file just for the sake of covering all bases.
