Anonymous purchasing a product with registration

I need an anonymous user to be able to register himself to an event. The registration is purchased with drupal commerce.

I have it working for authenticated. For anonymous to work I went to permission page and gave the "Registration: Create new registration" permission. but it seems it's not enough, it needs the " Registration: Register other people" ..
Problem is, If I use that once on checkout it will ask for an e-mail for the registrant, and also for the purchase. Is this how it is supposed to work?
