Missing Breakpoints and Picture Grouping causes An illegal choice has been detected error in Manage File Display

Hello,

I am using Picture module alongwith below modules:
Media 7.x-1.3
Media:YouTube 7.x-2.0-rc3
Media:Vimeo 7.x-1.0-beta5

Issue:
When i try to change the File Display Settings at path config/media/file-types/manage/video/file-display

I receive an error as "An illegal choice has been detected. Please contact the site administrator."

Steps that i follow to do this:
Visit: Configuration > Media > File Types click "manage file display" for Video.

I click "Save Configuration" and i receive the error. The error comes irrespective of which display mode i select and even when i do not make any changes.

When i checked the error reports i get to know that its a conflict with Picture module (Screen-shot attached)

I Disabled the Picture Module then i was able to successfully save config changes to file types and after re-enabling the picture module the same error comes up again.

Please let me know if any more information is needed.
