Licenses were built to be created and edited during checkout.
The admin UI is a bit limited:
1) The admin can add orders and line items normally, matching licenses are created automatically, and the license fields are showed in the IEF form for line items.
2) There is a license listing at admin/commerce/licenses, that shows all licenses, and allows the list to be filtered.
3) There is a synchronization queue view at admin/commerce/licenses/sync-queue showing the active synchronizations.
Do we want to have the ability to add / edit /delete licenses at admin/commerce/license? Or do we want to keep it tied to orders?
What are the common operations an admin would want to do on a license?
I'd say something like:
1) Change status & queue for synchronization
2) Change expiration date
Anything else?
Those might make sense as VBO operations too.
The commerce_file issue queue also has people requesting an action that creates a license for each selected product, that might make sense here.
