When using EC from the cart page, and a tax rule, the order total is determined before tax is added.
When using EC from the checkout page, and a tax rule, the order total is determined after tax is added.
The above is okay except when you have a rule for shipping based on order total. When someone checkouts out via EC, they get a different shipping rate because it's based on total before tax is calculated in.
