I am trying to create a rule to update registration settings (for instance enable / disable registrations for a node) in certain conditions.
I cannot seem to reach the registration settings in Rules, neither from the host entity nor from an individual registration entity.
Is there any way to do this?

Rules are not supported yet in D10 version and might never be. I would take a look at the ECA module instead, and enable the registration_workflow submodule in the D10 version.
