Course Outline block disappeares when taking a quiz

I have a course consisting of a book, a quiz and a certificate.
The Course Outline and the Course Navigation blocks appear while reading the book but disappear when taking the quiz. This makes the navigation of 7.x.dev problematic because after taking the quiz, the user will want to download the certificate but will not see an easy navigation for that purpose.

I also tried to automatically offer the certificate after succesful finish of the quiz with the Rules module but I couldn't get that working.

Using the actual versions of Drupal and Course in the the Pixture Reloaded theme. The blocks are shown in the tertiary content in which a test block is visible while taking a quiz.
