Right now, images are all created without interlacing. Even if the source image is interlaced, the images created by the image toolkit are non-interlaced. However, in general, progressive wins vs baseline. http://calendar.perfplanet.com/2012/progressive-jpegs-a-new-best-practice/
But even if they aren't, I think having a configuration option makes a lot of sense.
