Export/import redirects using Node Export and UUID features (patch provided)

I've seen some requests for export functionality ( #1076702: Add Migrate module support → , #1296634: Features support → ), but all these were closed in favor of ✨ Export redirects to webserver rules Closed: outdated .
However, there's more business case of using such approach with export.
F. I. We're use QA server where sitemanagers prepare nodes before publishing them on production. Sometimes it requires extra redirects (if a node is moved from other site). Thus, I want to have these to be migrated as well.

So, I decided to add some functionality to the Redirects module:

1. Export redirects with nodes using Node Export module.
2. Export redirects with nodes to feature using UUID module with Deployment.
