Add installation hooks to an "install" group, so we can get rid of the .install file

Modules' .install files are meant to prevent (un)installation and update code from being included on every single page. However, we have had hook_hook_info() since Drupal 6 and we can use that to add all hooks of which implementations should live in .install files to an "install" group, essentially renaming MODULENAME.install files to MODULENAME.install.inc.

Why? So we can get rid of a few lines of .install file-specific code and a bunch of documentation, because we'll treat those hook implementations just like any other hook implementation.
