I ran a test using a clean Drupal 7.12 site with only the default core and SimpleAds modules enabled, and tested both SimpleAds versions (7.x-1.7 and 7.x-1.x-dev).
I created a simple flash banner with text and a transparent button that included the required ClickTAG.
When I hover over the Flash banner I get the link cursor, but clicking on the ad does nothing. Image ad redirects are working as expected. I tested as anonymous & authenticated user.
Is anyone else using flash ads with this module? Am I missing something?
