Block the author while deleting content

This issue has gone stale, is this still something we want to implement? Comments seem to suggest this was going to be helpful for drupal.org itself, but this would no longer be valid (afaik) when we move to Gitlab.

This is getting close to 3 months with no response, closing out for now.

Please feel free to reopen with more information on how this would be helpful still in Drupal 11.
