[PLAN] Options to remove other empty HTML elements than just paragraphs

WYSIWYG Editing can allow for content to have 'empty tags' of more than just an empty Paragraph

Add the ability filer other HTML elements to check for emptiness.
example: h1 h2 h3..., blockquote, lists, tables.****items to be refined

The filter will become configurable at admin/settings/filters/[fid]/configure. There you can add more tags to check for.
